1. The Government of Albania has received a loan from the Council of Europe Development Bank (CEB)

toward the cost of Housing with Social Purpose Project, and it intends to apply part of the proceeds of this

loan to payments under the Contract for Construction of Municipal Social rental Housing / Contract No.2

2. The Municipality of Tirana represented by the PIU now invites sealed bids from eligible and qualified

bidders for construction of first social housing block in the territory of ex "Kombinati Autotraktoreve". It

will be a 6-floor building with a service area in ground floor and 5 other floors with apartments. The building

has not underground area available. Elevators and central heating system are not foreseen in this construction.

The object is composed by four sections with stairs space and from 3 apartments in each section floor.

In this contract are also foreseen external works such as access roads, parking areas, green areas, recreative

areas and connection of building with electrical power, water supply and sewerage as well. The construction

period is 18 months.

3. Bidding will be conducted through the National Competitive Bidding (NCB) procedures specified in the

Guidelines: "Procurement for goods, works and services" under CEB Loans (version III-November 2004),

and is open to all bidders from Eligible Source Countries as defined in the Bidding Documents.

4. Interested eligible bidders may obtain further information from Mr. Mihail Cico, PIU Director, mcico@iccal-

org and inspect the Bidding Documents at the address given below from 10.00 AM to 14.00 PM.

5. Qualifications requirements include:

• annual turnover

• experience in similar works

• liquid asset

• equipment

• key technical staff

• legal requirements

A margin of preference for eligible national contractors/joint ventures "shall not" be applied.

6. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission

of a written Application to the address below and upon payment of a non refundable fee Albania Lekë

7. Bids must be delivered to the address below at or before January 26, 2009 at 11.00 P.M. Electronic

bidding shall not be permitted. Late bids will be rejected. Bids will be opened physically in the presence of

the bidders' representatives who choose to attend in person .
