CEB Loan E/P 1580 (2006)
1. The Government of Albania has received a loan about 20.325 (twenty thousand and three
hundred and twenty five) euro from the Council of European Development Bank (CEB)
and it intends to apply part of the proceeds of this loan, to payments under the Contract
for Consulting Services "Design of municipal social rental housing".
2. The service includes the preparation of detailed designs for construction of approximately
96 apartments in one group building as approved by Urban Plan of Elbasan city
in order to enable an efficient implementation of the construction, with focus on quality and
time within the constrains of the budget.
3. The Elbasan Municipality, represented from the Project Implementation Unit (PIU), now
invites eligible consultants to indicate their interest in providing the services. Interested
consultants must provide information indicating that they are qualified to perform the
services (experience in similar assignments, availability of appropriate skills among staff,
client references etc).
4. Bidding will be conducted through the Fixed Budget Selection (FBS) procedures specified
in the the Council of Europe Development Bank (CEB) Procurement Guidelines
(November 2004, Version III). A consultant will be selected in accordance with the procedures
set out in this one.
5. Interested consultants may obtain further information at the address below from Monday
till Friday, 9.oo - 14.oo hrs.
6. A complete set of Bidding Documents in English, may be purchased by interested

consultantson the submission of a written Application to the address below and upon payment of
a non refundable fee, 3.000 (three thousand) leke.
7. Bids must be delivered to the address below at 16 February 2009. Electronic bidding shall
not be permitted. Late bids will be rejected. Bids will be opened physically, in the presence
of the bidders' representatives who choose to attend in person at the address below at 16
February 2009, 10.oo hrs.
