RESPONSIBILITIES: Under the direct supervision and guidance of the Programming & Training Officer (PTO), the Training Manager is responsible for overall management and overseeing of all aspects of training programs for American Peace Corps Trainees and Volunteers, including a 10 week intensive Pre-Service Training (requires willingness to relocate to site outside of Tirana) and other in-service trainings throughout the year, as well as some staff development training events. Provides leadership in designing an effective program in terms of scheduling, learning objectives, appropriate training methods, and evaluation. Provides an effective overall learning environment for adult Americans using adult learning methodologies to best prepare them to serve in their projects in Albanian communities. Duties will include but will not be limited to: Overall: • Maintaining Annual Calendar of Training Events and overseeing the implementation of all training events throughout the year; • Providing leadership for all training events, ensuring that proper curricula, logistics, and evaluative components are carried out; • Setting and maintaining high training standards in terms of curriculum design and training delivery. • Working with Peace Corps staff to guarantee appropriate budget and expenditures for all training events. Adhere to budget parameters and submit regular updates, invoices, vouchers and other forms as specified; • Amending and revising training programs as necessary, in order to adapt to potential changes. • Designing training modules and ensuring their effective implementation. During Pre-Service Training (PST) preparation and implementation period: • Establishing and managing training office in training site (outside of Tirana); • Taking the lead in hiring on-site temporary training staff; • Coordinating training budget, training staff, transportation, and purchase of supplies; • Serving as a liaison with local government officials at the pre-service training site; • Working with the homestay team to ensure effective host family development and placements; • Taking primary responsibility for conducting the training of trainers prior to Trainee arrival; • Serving as a cross-cultural and language resource for trainees and taking leadership in implementing cultural adaptation curriculum; • Leading the core training staff in meetings, trainee assessments, and other evaluative and reporting processes. REQUIREMENTS:. Applicants should have a university degree and at least 3 years of leadership experience in designing, organizing delivering and evaluating training programs, particularly to diverse people from a variety of backgrounds. Must have experience in managing people; proven, effective leadership experience; excellent computer skills including word processing and spreadsheet programs; strong interpersonal, communication and presentation skills; strong interest in Albania’s development; strong service attitude; and cross cultural skills; experience with needs assessments; strong planning and organizing skills; Must be highly resourceful, willing to work independently, and able to make decisions under pressure. Must have an ability to interface with local government officials and business leaders, and to be a proactive member in an intense team environment. This position requires a willingness to live in a location outside of Tirana at least 6 days per week during the preparation of the Pre-Service Training (PST) program and actual PST period (a total of about 4 months). Lodging in the PST site will be provided by Peace Corps. Selected candidate must posses a driver’s license. She/he will be required to undergo a security clearance prior to employment. The candidate must have a valid passport and be able to travel outside of Albania.
