1. The Government of Albania has received a loan from the Council of Europe Development Bank (CEB)
toward the cost of Tirana Schools Rehabilitation Project, and it intends to apply part of the proceeds of this
loan to payments under the Contract for Construction of new schools at Bregu i Lumit & Irfan Tomini
street"(CW-09).
2. The Municipality of Tirana represented by the PIU now invites sealed bids from eligible and qualified bidders
for construction of new high school at Bregu i Lumit located in Municipality Unit no.11. It will be a three-floor
building with a total construction area of 3360 m2 and 24 classrooms in total.
The new school at "Irfan Tomini" street will be a secondary school located at Municipality Unit No. 7. The
total construction area will be 3000 m2. It will be a three-floor building with 24 classrooms. The construction
period will be 11 months.
3. Bidding will be conducted through the National Competitive Bidding (NCB) procedures specified in the
Guidelines: "Procurement for goods, works and services" under CEB Loans (version III-November 2004), and
is open to all bidders from Eligible Countries as defined in the Bidding Documents.
4. Interested eligible bidders may obtain further information from the Mr. Mihail Cico, PIU Director, mcico@iccal-
org and inspect the Bidding Documents at the address given below from 10.00 AM to 14.00 PM .
5. Qualifications requirements include:
annual turnover
experience in similar works
liquid asset
equipment
key technical staff
legal requirements
A margin of preference for eligible national contractors/joint ventures shall not be applied.
6. A complete set of Bidding Documents in English may be purchased by interested bidders on the
submission of a written Application to the address below and upon payment of a non refundable fee Albania
Lekë (ALL) 25,000 (twenty five thousand). The method of payment will be bank transfer to:

The Bidding Documents will be purchased in the PIU offices upon submission of the Bank payment receipt.
7. Bids must be delivered to the address below not later than July 03, 2008 at 12.00 Noon. Electronic
bidding shall not be permitted. Late bids will be rejected. Bids will be opened physically in the presence of the
authorized bidders' representatives who choose to attend, at the address below on July 03, 2008 at 12.00 Noon.
8 All bids shall be accompanied by a Bid Security of EURO 45,000 (forty five thousand).
